Reporting to the CEO, the Airport Manager:

Manages and maintains a safe and efficient airport for all airport users.

Manages and develops human and financial resources.

Developing strategies to maximize revenue by promoting airport services and commercial opportunities.

Operates snow removal and other equipment in support of airport maintenance activities.

Performs other duties as required.

Ensures regulatory compliance with Canadian Aviation Regulations (CARs) Part III, Subpart 2 (Airports) and Transport Canada TP312 5th Edition (Aerodrome Standards and Recommended Practices).

Owns, maintains, and applies the Airport Operations Manual (AOM), Airport Emergency Plan (AEP), Airport Winter Maintenance Plan, and Airport Wildlife Management Plan; ensures these documents are current and operationalized.

Issues and manages NOTAMs and Aircraft Movement Surface Condition Reports (AMSCR) / Runway Surface Condition (RSC) NOTAMs in accordance with NAV CANADA Canadian NOTAM Operating Procedures (CNOP) and TC AC 300-019 (GRF).

Liaises with the Municipality of Red Lake, TBAS/TBIAAI, tenants, and stakeholders to meet contract objectives and service standards.

Technical Functions

• Maintains and promotes maximum safety and service availability of all airport services, equipment and installations.

• Conducts regular inspections and tests to ensure regulatory compliance and safety standards are met and takes corrective action when required.

• Undertakes standby duty and shift work when required.

• Prepares and manages operating and capital budgets; monitors expenditures and variances; supports audits; and ensures purchasing complies with TBAS/TBIAAI policies and applicable municipal requirements.

• Planning and setting priorities as a result of multiple demands and tight deadlines.

• Assists with the maintenance and operational compliance of airport grounds

Compliance, Programs, Systems and Policies

• Maintains the Airport Operations Manual (AOM) and ensures content, distribution and amendment control meet CAR 302.08 requirements.

• Maintains and exercises the Airport Emergency Plan (AEP), including grid map maintenance and required testing intervals, coordinating with the Municipality of Red Lake and mutual aid partners.

• Develops and maintains the Airport Winter Maintenance Plan; ensures GRF/RCAM, AMSCR/RSC and CRFI reporting, and use of approved chemicals/sand, are in accordance with regulations and standards.

• Develops and maintains the Airport Wildlife Management Plan and wildlife hazard control program.

• Administers the AVOP program and airside traffic directives; ensures safe airside vehicle operations and driver competency.

• Originates and manages NOTAMs (including runway condition NOTAMs) in accordance with NAV CANADA CNOP; ensures timely promulgation of operationally significant information.

• Leads or participates in Safety Management activities/practices as directed by TBAS/TBIAAI policy (SMS elements may apply depending on regulatory applicability).

• Maintains TBAS/TBIAAI policies, standard operating procedures (SOPs), and quality assurance records relevant to airport operations and maintenance.

Project Functions

• Provides technical services to management, agencies, contractors, consultants and airport tenants.

• Plans and oversees airside and groundside construction; prepares and administers Plans of Construction (PCO) and coordinates phasing to maintain compliance with TP312 and CARs during construction.

Duties and Responsibilities:

• Customer Interface: Serve as the main point of contact with the customer’s maintenance and operational teams, ensuring seamless communication and support after fleet entry into service.
• Technical Support: Collaborate closely with the AirPro engineering team to track, resolve, and implement technical solutions, while providing guidance on troubleshooting and maintenance tasks.
• Relationship Management: Build and maintain strong relationships with the customer’s technical organization, identifying and addressing operational concerns in technical documentation, procedures, and daily operations.
• Fleet Management: Assist the customer in tracking and resolving technical faults across the fleet, ensuring that all queries are appropriately addressed and that aircraft availability is optimized.
• Spare Parts Coordination: Provide technical assessments on frequent spare parts requests, identifying and addressing unforeseen needs that may impact fleet operations.
• Training and Guidance: Offer technical guidance to customer aircraft technicians and coordinate with them on procedures for reporting technical issues, managing component warranties, and implementing modifications as per service bulletins.
• Operational Assessment: Continually assess the aircraft fleet’s operational activity and report any relevant support issues, ensuring that the fleet is maintained to the highest standards.
• Liaison: Act as a liaison between AirPro’s engineering teams, and the customer to ensure alignment and effective communication. When applicable, provide liaison support with PAL Winnipeg MRO.
• Additional Responsibilities: Perform other duties as assigned to support the success of the FWSAR programme.

Qualifications:

• Minimum five years’ experience in Aircraft Maintenance Engineering or Aerospace Engineering.
• EASA licence and/or A.M.E. license is an asset.
• Located in Canada or willing to relocate and work in Canada.
• Experience with multi-engine aircraft is required.
• Superior customer service and relationship-building skills.
• Effective communication skills in English; fluency in French is desirable.
• Proven ability to coordinate support services effectively.
• Flexibility and adaptability in a dynamic work environment.
• Strong analytical, critical thinking, and problem-solving abilities.
• Valid passport and ability to travel internationally for training and meetings as required.

Our Operations:

Our Fixed-Wing Search and Rescue (FWSAR) Aircraft Maintenance team works side by side with the RCAF technicians and crews, maintaining the latest in search and rescue Aircraft technology in the Canadian Air Force on CC295 aircraft.

Responsibilities:

• Carry out and coordinate the inspection, maintenance and repair of company aircraft and related aircraft systems;
• Report to Maintenance Management on issues affecting the serviceability of aircraft;
• Ensure aircraft are maintained in accordance with the company Maintenance Control Manual and Transport Canada Regulations;
• Co-ordinate parts requirements with Maintenance Management and ensure sufficient tools and equipment are available to accomplish the maintenance and inspection functions;
• Comply with all company safety practices and procedures;
• Complete all required documentation and certification of journey log entries for the work accomplished related to the aircraft maintenance performed;
• Rotation to PAL or PAL affiliate base as a Certifying Maintenance Engineer “E”; and
• Other duties as assigned.

Qualifications and Skills:

• Required: Must have a Transport Canada approved Aircraft Maintenance Course completed or have equivalent experience;
• Required: M2 or E Aircraft Maintenance License or equivalent rating as per the TAM (for example, Level "A" or Level "C" Authorizations);
• Experience using an Electronic Record Keeping System (ERKS);
• Experience with C295 / CC295 training is considered an asset;
• Capable of successfully completing the PAL FWSAR on-boarding training (to be provided);
• Capable of successfully completing the DND DRMIS training (to be provided);
• Must possess strong interpersonal, organization and communication skills;
• The ability to work both independently and in a team environment, including deployment with RCAF Squadron when required;
• Must be flexible to work all shifts and adapt to fluctuations in shift times due to operational and/or unforeseen situations;
• Strong troubleshooting skills: and
• Capable of successfully obtaining security clearances including:
  • Level II – Secret clearance
  • ITAR / CCG clearance

• Required: M2, E or S Aircraft Maintenance License with a minimum of 5 years of experience
  • Individuals who have relevant experience and have completed an ICS course will also be considered
• Experience in heavy maintenance operations would be considered an asset;
• Experience on the following aircraft is preferred:
  • Dash 8-100/200/300 and/or Dash 8-400
  • ATR-42 or ATR-72
• The ability to work both independently and in a team environment;
• Troubleshooting skills;
• Must possess strong interpersonal, decision-making, organization and communication skills; and
• Knowledge of Transport Canada Regulations.
• Must be flexible to work all shifts and adapt to fluctuations in shift times due to operational and/or unforeseen situations.
• Type Course Certification is considered an asset
